Thanks, Peter. I did more research after I posted that and I also saw their clarification. Regardless, it’s still true none of the libraries I’m part of will allow submissions that have been stored on Soundcloud. It’s becoming quite the problem.

EastWest are so cheap now-a-days. In my mind a subscription for them doesn’t make much sense. The major cost will be the SSDs you need to house all the samples.
